## Summary

The Preparedness Union Strategy would improve EU anticipation, coordination and response across crises through an EU risk and threat assessment, crisis dashboard and an upgraded Emergency Response Coordination Centre. It also proposes stockpiling, minimum preparedness requirements, revised civil-protection arrangements, early-warning guidance and preparedness training. It calls for military support to Ukraine and greater integration of Ukraine's defence industry, mobility corridors and access to EU space-based governmental services. Further measures include a defence-industry dialogue, a Defence Omnibus Simplification proposal, an armament technology roadmap and military-mobility action.
