Policy priority
A Policy priority is one of 8 functional categories in Kai's strategic sequence. Every Initiative has one primary Policy priority, chosen by its main strategic function rather than its formal sector or institutional home.
Strategy
A Strategy is a horizontal document that gives policy context to Initiatives. The site shows a connection only where the catalogue records one.
Initiative
An Initiative is a trackable course of policy action. It may connect to Strategies or other Initiatives where the catalogue records a relationship.
Official output
An official output is a concrete publication or act associated with an Initiative. A legal proposal and an adopted act are separate outputs. Publishing a proposal does not make it binding law.
Strategic Planning
Strategic Planning covers overarching political and programming instruments such as the Strategic Agenda, Political Guidelines, Draghi Report, Commission Work Programmes, Joint Declarations and European Council conclusions. It provides context for the substantive initiative map.
Digital Policy Initiatives
Digital Policy Initiatives are concrete policy actions implementing those programming choices. Each one has one primary Policy priority, one status and one instrument-type tag.
Status
Status is one of Delivered, In progress, Forthcoming or Ongoing. It describes an Initiative's broad policy stage and is not a statement of legal force.
Instrument type
Instrument type is one of Law, Communication, Recommendation, Guidelines, Framework, Funding, Governance, Policy objective, Instrument, Investment or Joint Declaration. It supports browsing and does not determine an Initiative's identity or legal force.
