Scope

We include EU strategies, initiatives and official outputs when they have a purposeful connection to the 2024–2029 digital-policy agenda, are specific enough to identify, and have public evidence. Broad measures enter the map only when EU institutions connect them directly to that agenda.

Political Guidelines, Commission Work Programmes and similar planning documents may provide context, but they are not treated as Strategies unless their policy function supports that role.

Kai's source methodology states the presumption in full:

An EU policy initiative is not listed where its digital relevance is incidental, generic or administrative; for instance, where it affects digital actors only because it affects all economic actors, where it improves the general business or social environment without specifically shaping the conditions for digital transformation, or where it contains only digital implementation features such as electronic forms or online submission portals. Broad macroeconomic, social-policy or industrial instruments are included only where their relevance to the digital agenda is direct and category-specific in the institutional discourse of the mandate.

The absence of a record is not a legal conclusion and does not show that no relevant EU material exists.

Kai Zenner's framework guides inclusion and editorial placement. Official EU sources govern current names, identifiers, dates, documents and legal state. Digital Policy Alert supplies continuing policy evidence. We publish a source relationship only after it has been reviewed.

Entity pages show their dataset date, latest recorded review date and public provenance. If a field, review date or relationship is missing, we say so instead of filling the gap by inference. No displayed link means that we have no reviewed relationship to publish; it does not mean that no related evidence exists.

We welcome corrections. Name the record, identify the disputed text and include an official source where possible. We check the report against the cited material before changing a published record.
