Summary
The European Democracy Shield combines measures against information manipulation with support for electoral integrity, independent media and public participation. It proposes closer cooperation among authorities, researchers, fact-checkers and international partners, alongside work under the Digital Services Act. Its electoral agenda includes guidance on AI, work on transparency of political funding, and the safety of candidates. Media measures address journalism, plurality and resilience, while education and literacy initiatives aim to help citizens assess information. The programme also covers civic technology, democratic participation and the use of scientific evidence in policymaking and the freedom of scientific research.
