Summary

EU Action Plan on Cable Security aims to prevent, detect and respond to risks affecting submarine cables. By Q4 2025, the Commission, Member States and ENISA are to complete cable mapping, a coordinated risk assessment, a Cable Security Toolbox and a priority list of Cable Projects of European Interest. Further measures address investment, integrated surveillance, regional hubs, sensors, surveillance drones, incident reporting, repair vessels and spare parts, alongside crisis response, NATO cooperation, diplomacy, sanctions and attribution.
